In the past the federal state of Mecklenburg-Vorpommern has become an important partner to other neighbours in the Baltic Sea area due to its geographical position in the north-eastern corner of Germany and intensive cooperation. Seat of the state government is Schwerin, city of numerous lakes with approximately 100.000 inhabitants.

The Ministry of Labour, Building and Regional Development has been known to exist since the elections of the state parliament in 1998 under the direction of Minister Helmut Holter providing work for about 200 employers.
The Ministry is organisationally composed of a central service department and four specialized departments:

The Department of Labour is engaged with general questions of labour market policy, such as setting up businesses, integration of young people into the job market, qualification and advanced vocational training. For these purposes there have been set up a variety of support programmes for the development of the structure and the labour market and as well different initiatives preventing long-term unemployment and supporting companies and employees.

The participation in the Interreg III B - Project BEEN is affiliated in the department of housing and subsidy for urban development. This department is mainly occupied with matters of housing e.g. subsidy for house building, tenancy law, running costs, housing allowance and concerns of the construction industry.

Other than that mentioned the division of subsidy for urban development sets up and processes the subsidy programmes and subsidy directives. During the last 15 years investments of the communes and cities in Mecklenburg-Vorpommern have been successfully supported by state and federal subsidy programmes.

The primary responsibilities of the department of urban land use planning and civil engineering are construction supervision, structural engineering and land use planning, as well as building law and vocational law.

The vast range of tasks of the Ministry is completed by the department of regional planning, including issues of economy, trade, labour market, settlement development and traffic.
