The European Energy Performance in Buildings Directive (EPBD) was adopted in 2002 and came into force on 4th January 2003. The reinforcement of the EPBD is a strategic objective of the Commission for 2008.
On 4th January 2006 was the official deadline by with the 25 Members States had to transpose the Directive into national law. (For the two new Member States Bulgaria & Romania, this date was January 2007). Member States could, because of a lack of qualified and/or accredited experts, have an additional period of three years to apply fully: January 2009.
New EU Member States, with the exception of Hungary and Slovakia, are still facing substantial problems implementing the current EU Energy Performance in Buildings Directive (EPBD), according to a new RICS report “Towards an Energy Efficient Building Stock” launched on the 12 September 2008. The status report gives a detailed implementation status for each article of the Directive, member state by member state.
The energy efficiency in the building sector being a top priority, the EPBD is considered playing a key role in realising the saving potential in the building sector, which is estimated at 28%, and which in turn can reduce the total EU final energy use by around 11%. A revision of the Directive is planned in 2009.
